Ian Hoad appointed co-chair of Future Homes Standard Implementation Board

Future Homes Hub • November 2, 2026

Keepmoat Chief Executive Ian Hoad has been appointed industry co-chair of the Future Homes Standard Implementation Board, working alongside Kate O’Neill, MHCLG Director responsible for the Building Regulations, to support the sector’s successful implementation of the new standard.

The Board brings together senior representatives from across the homebuilding sector, government departments, supply chain and infrastructure bodies to identify and address the practical challenges involved in implementing the Future Homes Standard (FHS).

Established by the Future Homes Hub, the Board provides a forum for industry and government to work together on the issues and interdependencies that could affect successful delivery – identifying risks, monitoring progress and coordinating action across the different organisations and sectors involved.

Its work spans the critical areas required to turn the Standard into homes that can be delivered effectively at scale, including grid infrastructure, heat pumps, heat networks, overheating, fabric performance, solar PV, consumer experience, ventilation and the Home Energy Model.

Ian brings extensive operational and technical homebuilding experience to the role. He became Chief Executive of Keepmoat in July 2025, having held a range of senior positions across the business including Divisional Chairman, Regional Managing Director, Operations Director and Technical Director. His experience of delivering homes on the ground will help ensure that the Board remains firmly focused on the practical implications of the new requirements and what is needed to support successful implementation across the sector.

Ian Hoad, Chief Executive of Keepmoat and co-chair of the Future Homes Standard Implementation Board, said:

“The Future Homes Standard represents a significant change in the way we design and deliver new homes, and successful implementation will depend on close collaboration between government, homebuilders, the supply chain and the wider industry.

“Having worked across technical, operational and leadership roles in homebuilding, I know how important it is that new requirements can be translated into practical, workable solutions on the ground. I’m pleased to be taking on the role of co-chair and look forward to working with Kate, the Future Homes Hub and colleagues across the Board to identify and resolve the issues that matter most, and help the sector deliver high-quality, lower-carbon homes at scale.”

The appointment comes as the sector moves from preparation for the Future Homes Standard towards implementation. Since the Standard was published at the end of March, the Hub has continued to work closely with MHCLG, DESNZ and industry to identify and resolve practical delivery issues.

More than 70 implementation issues have already been identified, with the Hub coordinating work with government to provide clarification and resolutions. This builds on extensive work undertaken during the development of the Standard, when the Hub’s implementation groups and specialist task and finish groups provided evidence on areas including solar PV requirements, max-fit assessments and practical roof layouts.

The Implementation Board now oversees a programme of work tackling specific delivery challenges. Current priorities include revising assumptions used to size grid connections to better reflect real-world demand; assessing skills requirements for heat pump deployment; helping to codify the new PV functional requirement process; improving consistency between designed and as-built fabric performance; simplifying Part O compliance; improving ventilation design, installation and commissioning; and supporting a better, simpler experience for residents using new technologies.

Ian takes the co-chair role from Matthew Pratt, Chief Executive at McCarthy and Stone and formerly Chief Executive of Redrow PLC who has served three years as co-chair of the Implementation Board.

Ed Lockhart, Chief Executive of the Future Homes Hub, said:

“We’re delighted that Ian has agreed to co-chair the Implementation Board. The publication of the Future Homes Standard was a major milestone, but the real test is making it work successfully in practice across thousands of developments and ultimately delivering better-performing homes for residents.

“That requires government and industry to work together to spot challenges early and find practical solutions. Ian brings a powerful combination of technical knowledge, operational experience and senior leadership, as well as a clear understanding of what it takes to deliver homes at scale. That perspective will be invaluable as the Board moves into this next phase of implementation.

I’d also like to thank Matthew for his time and expert leadership of the board since October 2023, helping to prepare for implementation of the standard”

The Future Homes Hub was established to enable the new homes sector to work collectively on the challenges that cannot be solved by individual organisations alone. It brings together homebuilders, government, the supply chain and other partners to support the transition to high-quality, sustainable homes and places.

Alongside its work through the Implementation Board, the Hub is supporting the sector’s FHS transition through technical guidance, its FHS Essentials programme, webinars and podcasts, technical conferences and a dedicated process for identifying, prioritising and resolving implementation queries with government.
